UK Local Authorities Plan to Sell Off Community Hubs and Leisure Facilities to Balance Books

Based on a latest poll of local authorities, English councils are preparing to sell social clubs, sports centres, and shopping arcades as they rely on a fire sale of assets to stabilize finances.

Increasing Fiscal Challenges Prompt Asset Sales

A coalition of councils representing major urban areas in England reported that 60% of councils are intending to sell assets to cover the rising costs of adult and children’s social care.

Councils have in the past faced criticism for disposing of playing fields and land to support their finances, but they contend they must continue to raise vital cash from asset sales or face insolvency.

This coalition noted that a significant number of authorities seeking to raise money from a fire sale of holdings marked “a clear change from 2024, when the majority (six in ten) of local leaders said they would focus on restructuring services and utilising financial reserves to manage increasing financial challenges.”

Specific Cases of Planned Disposals

Medway Council in Kent announced its property management strategy featured the sale of a shopping centre in a local town and a community venue in Rochester to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and business parks owned in two English counties, which all provide rental income for Medway council, will additionally be disposed of under the plan.

Council Tax Increases and Broader Fiscal Strains

The survey of councils in the key cities group, which covers several urban centers, also found that over seven in ten of authorities will need to increase council taxes next spring to cover the growing cost of essential services, higher levels of housing insecurity, and a longstanding accommodation deficit.

Medway council explained it will proceed with property disposals after steep rises in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking creative strategies but certain measures take time to achieve both improved services and financial savings,” stated a council leader.

He added: “We face demographic pressures which will continue to increase the pressures we have. As a local government body, we had a drastic reduction in our revenue support grant from 2010-24, which is extremely difficult.”

Countrywide Patterns and Projections

Research of regional authorities recently further found local finances being stretched by the growing number of children and adults needing Send support.

The County Councils Network projected that council deficits will hit £4.4bn a year by the end of the decade, as they struggle to cope with rising needs.

Ministers have put off scheduled changes to the Send system until the coming year after a policy document outlining those reforms was recently delayed.

Deprivation and Funding Gaps

Based on the latest indices of deprivation (IMD) for UK local authorities, several key cities members were among the most disadvantaged in the country.

  • “Participating urban centers like several major towns rank in the top 30 nationally under the latest IMD measures,” said the study.

“Although only a single urban area is among the ten most deprived for deprived neighbourhoods nationally, urban areas are much more prone to be in the most deprived fifth of England. The figures underscores the scale of difficulties confronting local leaders across major urban centers in the coming year,” the report concluded.

“Local government leaders have been clear about the need for a equitable and lasting funding system that reflects and responds to the actual extent of deprivation and need,” stated a council leader.

“Without this, councils will persist to face impossible choices around which essential services to allocate spend to, and which to cut, to the disadvantage of their communities.”

One in five of councils have cut or compromised care services in the past 12 months, the study found.
